Northern/Western Europe is almost always cheaper than the west coast, esp. if you're not heading to a ski region right now.

If you're willing to stay in hostels, 8-900$ could get you to most of the cities on the british isles, and parts of the continent, with cheap lodging, for the requisit period of time. Unfortunately, you just missed a good BA sale to london. There are, however, always sales on someone.
