And I'm wondering why they are running all the regular bus lines as scheduled, instead of cutting back some of that in order to reallocate buses to substitute for rail services.

I suspect any bus line that even vaguely parallels the subway (such as 1, 77, 83, and 96) will become jammed beyond capacity.
