I'm not sure what city would be the best comparison, but looking at Cambridge's 2010 budget (http://www.cambridgema.gov/CityOfCambridge_Content/documents/FY10%20Adopted%20Budget-for-web.pdf), their Fines & Forfeits (the bulk of which is parking-related) accounts for 2.0% of their budget (page 129 of that pdf) - their projected revenue from Fines & Forfeits is going down, btw.
Somerville's Fines & Forfeits accounts for 5.5% of theirs (that's my math, based on 9.4 million for the Fines and Forfeits from page 9 of the referenced pdf of the Somerville budget and 171.9 million for the total revenue from page 11).

I'd be interested in seeing some other comperables.
