It makes sense that the City needs to adjust its spending to actual revenues, but that doesn't lessen its incentive to try to meet projections on which programs and salaries depend.
I am merely expressing my personal preference that the City only craft its parking policies to deter parking violations and not as a revenue generator as it is doing now. I wonder how you feel about that?
