This happened a few years ago, and the tenants vehicle was an older model Dodge minivan, with Virginia plates. I'm assuming the ticket person did not see the resident card on the dashboard, as it was at an angle, and being out of state plates, perhaps ASSUMED they didn't live there. Don't know the exact details, as the tenants decided to pay up instead of fight city hall.
