He left the way he came in, talking to me as he did so, so it's not like he was carrying off an armload of goodies. (I'm pretty absentminded, but I would have noticed that. Probably.)

I've left a voice mail with the city's water & sewer dept; dunno if they're open Saturday, so I'll try again tomorrow.
