He's Somerville's City Spokesperson. Also because he is the voice of the city alerts robo calling system, he is kind of a local hero. That and his awesome last name. You really _should_ Google his name just because nothing describes him better than the summaries of the first couple of things that come back (http://www.google.com/search?q=tom+champion&ie=utf-8&oe=utf-8&aq=t&rls=org.mozilla:en-US:official&client=firefox-a). As the Boston globe says, he "has a voice that carries."
