Somerville snow emergency to end at 8pm tonight (2/12), Somerville public schools OPEN Wednesday

From http://www.somervillema.gov/snow:

"The City’s snow emergency will be lifted as of 8:00 P.M. Tuesday (tonight). Residents parked in municipal lots will have until 10:00 P.M. this evening to move their cars in order for plows to clear snow for the lots. Please note that, while parking on the even side of the street will be allowed, there must, by law, be at least 10 feet of passage for emergency vehicles. Residents are asked to be particularly careful on secondary roads that may still be narrow. Any cars potentially impeding access may be subject to ticketing and towing.

Additionally, due to improved conditions citywide, thanks to high temperatures and the ongoing work by DPW crews, Somerville Public Schools WILL be in session on Wednesday, February 13th.

Wondering if this had to do with the city blowing their snow removal budget or enough parents freaking out about snow days...or maybe both.

Given the savings from the last two years and the "two-wars doctrine" for snow removal in Somerville, I'd be surprised if the budget was blown. Sauce?
