It seems that, while the trash collectors got Monday off, the enforcement staff didn't.

How many people got ticketed for having their trash out a day early? {sigh}

Is there any reason to ticket for this at all, as long as people are using the lidded city-issued garbage carts?

It can make the sidewalks narrower/harder to navigate. I could see how a no-ticketing policy could lead to people keeping their cans at the curb at all times, which could be a larger inconvenience for pedestrians.
