I can't reach the Somerville city website. Who can fix this?

For the last couple of days, I have not been able to reach the Somerville city website - http://www.somervillema.gov . I don't have any trouble reaching other websites, and 311 doesn't know of any problem with the city website.

Other people using other ISPs can reach the city website, but I can't -- unless I use my neighbor's unsecured WiFi instead of my own DSL connection.

I haven't a clue how to fix this, or who to ask to fix it. A traceroute is below the cut, for geeky people who understand it:
traceroute to ci.somervillema.gov (209.113.138.134), 64 hops max, 40 byte packets
 1 192.168.100.1 (192.168.100.1) 0.939 ms 0.338 ms 0.349 ms
 2 * * *
 3 gis-gate.gis.net (208.218.128.1) 27.411 ms 27.477 ms 29.820 ms
 4 host5.209.113.139.conversent.net (209.113.139.5) 31.934 ms 32.170 ms 31.894 ms

Edit, 5:25 pm: This problem is now fixed, a few hours after I reported it to Galaxy DSL's customer support. Thanks, everyone. Here's their explanation: "OneComm (one of our upstream providers) is having some intermittent issues with specific routes to other OneComm IP's (209.113.138.134). Until they fix the issue we have it setup here so that instead of routing over the OneComm network to get to other OneComm connections the connection will now just route normally over the Internet."

If it were me I'd take this up with my ISP.

Or, you know, cancel my DSL and get a real internet connection. ;)

ISP's problem

Yea, sorry Ron. The problem is either with your ISP, or their ISP.

Oh, also, can you connect to it at all? Sometimes traceroute results are flaky. Each router has to play along to get meaningful results. I get:

$ telnet 209.113.138.134 80
Trying 209.113.138.134...
Connected to static-209-113-138-134.ngn.onecommunications.net.

Looks like your ISP is broken. I can get to it from Speakeasy(Megapath), Comcast, and Verizon Business without any trouble.

FYI, there is a handy site for checking on this sort of thing: http://www.downforeveryoneorjustme.com

So, for example, try this link:
http://www.downforeveryoneorjustme.com/www.somervillema.gov

Call you isp and say that you cant get to http://www.somervillema.com while on their connection but can from other peoples connections.

Can you check the DNS response for the site hostname on your ISP vs your neighbors wireless?
Also, does ci.somerville.Ma.us give any different response?
