For the last couple of days, I have not been able to reach the Somerville city website - http://www.somervillema.gov . I don't have any trouble reaching other websites, and 311 doesn't know of any problem with the city website.

Other people using other ISPs can reach the city website, but I can't -- unless I use my neighbor's unsecured WiFi instead of my own DSL connection.

I haven't a clue how to fix this, or who to ask to fix it. A traceroute is below the cut, for geeky people who understand it:

Edit, 5:25 pm: This problem is now fixed, a few hours after I reported it to Galaxy DSL's customer support. Thanks, everyone. Here's their explanation: "OneComm (one of our upstream providers) is having some intermittent issues with specific routes to other OneComm IP's (209.113.138.134). Until they fix the issue we have it setup here so that instead of routing over the OneComm network to get to other OneComm connections the connection will now just route normally over the Internet."

Oh, also, can you connect to it at all? Sometimes traceroute results are flaky. Each router has to play along to get meaningful results. I get:

My traceroute from Comcast to ci.somervillema.gov (209.113.138.134) looks similar:

Pings to 209.113.138.129 are returned in the 25-40 ms range, but 209.113.138.134 times out. I can load the City of Somerville website without problems, though.

I'm guessing they have the box configured to not send ICMP port unreachable or echo reply, so traceroute never gets a response to the last set of packets and ping fails as well.

Looks like your ISP is broken. I can get to it from Speakeasy(Megapath), Comcast, and Verizon Business without any trouble.

Not sure about that. It looks like Ron's traceroute makes it as far as host5.209.113.139.conversent.net. Conversent is owned by One Communications, which is Somerville's hosting provider. So I would guess that Conversent/One is filtering out Ron's connections for some reason. The City will know nothing about this, of course.

they may be considering it as bad traffic and have blacklisted the isp. That is still something your isp should handle.

Call you isp and say that you cant get to http://www.somervillema.com while on their connection but can from other peoples connections.

Can you check the DNS response for the site hostname on your ISP vs your neighbors wireless?
Also, does ci.somerville.Ma.us give any different response?

ah well. It was a long shot, but I figured I'd ask in case it was a problem with the DNS servers your ISP has you using. (most modern dns servers are comparatively immune to cache poisoning attacks, but i think it still happens)
