True, there's a risk, although it's a lot smaller than you'd think.
But you also have to understand that's what people like this thrive on and why they get away with things like this. They WANT you to be scared of them. When you show you're not only not scared of them, but perfectly willing to call the police, it shuts them down and ends the problem (temporarily).
