Hard to tell. The thing about shoveling and not dumping on the street isn't at all new, but I don't know anyone who has complained about getting fined for it. I've seen people completely ignore the "not dumping on the street" clause on Hancock and on Elm near Davis Square. But Somerville has stepped up enforcement of a number of things this year.
