311 with cell?

I checked the archives and this particular question hasn't been addressed. I own only a cell phone, and when I dial 311, it gives me Cambridge 311, not Somerville.
I live between Porter and Union, a block east of Somerville Ave so it's not like I'm super close to the Cambridge border (if it even works that way).
I think I remember that originally the 311 was only good with land lines, and there was a full number to dial if you had a cell - which is fine because you can just program it in. But the full number I have also goes to Cambridge.
What am I doing wrong? Can anyone update me? I'm nearly positive I've used this before and its been fine.
