Okay, I read the back and it said that one may park on the listed street or adjacent street. The permit that I saw was a different letter, so different zone. But the address was just around the corner. Maybe the car had used it too long, or maybe fuzzy judgment was at play. I guess I'll never know.
I live on a private court where there is no parking at all, so I hope my guests will be allowed to park both on the short street I'm off of, and the adjacent streets to that. Should be an interesting summer.
