I have no idea if this is true for this specific maple, but maples are notoriously brittle and crack down the middle over time. It may be that an arborist looked at the tree after the storm and told the owner that one more storm might take it down. Rather than face the possible damage and injury, most property owners will take down a tree like that.
Its a shame regardless, but city trees are more like potted flowers than truly wild plants. They just don't last as long because they can't be allowed to die like trees in the forest (ie, fall down)
