When I moved to Somerville many years ago, I was able to set up a "grace period" over the phone. I got ticketed, but the people at the traffic and parking office dismissed the tickets when I picked up my resident sticker.
My advice is to call the parking and traffic office (617-666-3311 is the general city number, if you're calling from outside Somerville) and talk to them. They've always been very helpful and polite to me, far more so that I expected.
