In addition to the collective bargaining issue, there are huge sweeping cuts to education and social services included in the budget bill. This is to address an artificially created budget crisis. That is to say, the new Governor and legislature came in to office with a State Budget surplus, and pushed through massive tax cuts for the wealthy, thus creating a deficit that they say necessitates spending cuts.
The Democrats have been completely excluded from the process, often finding out while they're in their districts that a vote has been scheduled faster than they can get back to Madison. The current 144-page mid-year budget adjustment was originally scheduled for a vote 3 days after it was introduced, with no public comment period or even much time for anyone to read it and figure out what the implications are.
