What they're supposed to do, according to the 311 form, is wait 5 days to see if the bike is still there before removing it. That way they can be more sure that it is actually abandoned.
The form says "Bikes will wait 5 days for removal and will be checked randomly to be sure they aren't being left continuously in one place by a worker or a student."
