In general, a breast-feeding mom who thinks she needs to supplement with formula is usually mistaken. It generally stems from a misunderstanding of the way the system works. Most moms go through a period of thinking that they "aren't making enough milk" and usually this is not actually the case.
Advising a soon-to-be mom to keep formula around "just in case" is potentially extremely damaging to the breastfeeding relationship. And it is entirely untrue that only "strident" breastfeeders can do it without help.
