That's definitely a different model of a retail establishment than any I've seen. No wonder the article stated that it didn't appear they ever sold anything. It likely didn't look like any retail store the neighbor (or city inspectors) had ever encountered. That's too bad...I like the idea of having different types of stores/shops/play areas/etc.
