I have to dig into it myself. That was my impression from a quick read last night. But it looks easy to opt out of that, with no penalties. Note: I am not a member of the CEUCC and I'm not speaking for them. Just an interested resident.
How this impacts my solar situation is something I need to ask as well. I pay a small monthly service fee, and I have to split the production with a housemate's account. It's not clear to me how that works in our case either.
They really, really want people to ask questions over there---apparently it will help them with the community outreach piece of this. Or/and, consider the public Q&A:
