Street Cleaning

Street cleaning isn't supposed to start until April... so why is there a cleaning vehicle going up and down my street? There have been no tickets issued as far as I can see. Is this just a rouge cleaner or am I missing something?

i'm pretty sure i heard a street cleaner the other day over on winter hill. so we're not being completely ignored, here.
