If there isn't a snow emergency, then the regular rules apply no matter what is on the ground.

Chances are she's trapped at home and she should know the answer. I'm not a Ward 6'er right now, but I've called other Aldermen on the weekends and they've always been AOK with it (this kind of thing is their job).
Anecdotally (for what it's worth), even though street sweeping is in effect still this month, they haven't been ticketing on my street once there was snow on the ground.
I dunno if that means that since they declared one sweeping is off, or if it means that it was just off for the emergency.

Street Sweeping & Street Sweeping Parking Enforcement Extended Through December 31, 2006
The street sweeping parking enforcement season, which begins on April 1, has been extended through December 31 this year. Street sweeping is an essential public works activity that not only keeps the city looking cleaner, but reduces the risk of flooding and icing due to catch-basin clogging and storm drain back-up. In past years, the period of street sweeping parking enforcement ended on November 30th, but trends toward warmer weather have enabled the city to extend the period of enforcement through December 31st.
Streets will not be swept in December unless weather conditions permit. If the city declares a Snow Emergency during December, Snow Emergency parking regulations will take precedence, and sweeping will be temporarily suspended.
During the months of January, February, March, the city may sweep the streets if conditions permit, but street sweeping parking regulations are not enforced during these winter months.

the the best of my knowledge, we don't have a snow emergency now, but it's not like they can sweep the streets in this condition. so i'm not sure if they'll ticket, but it's not worth the risk.
