Cameron Avenue parking issues

Hi everyone!
I was wondering what I could do to get someone towed =)
There is a car abandoned here. At the first cross street coming from Holland, a car was parked and has not moved since September or so. It has been ticketed, booted, ticketed, and then....nothing. This car has been there so long that leaves from fall were rotting under it and the plows pile heaps of snow around it. The car is parked on the snow emergency side; its kind of in middle of the parking area, so no one else can really fit their car in the front or back of it.
What can I do to remedy this besides hot wire and move it myself? Its really irritating.
