This has been asked before for guys, but I haven't found it recently for women -

What are the best places in the area for a haircut? Preferably places that charge around $20?

The best haircut in the area is Judy Jetson's in Porter Square, but they charge more than twice what you're looking for.

I got a surprisingly good one in Harvard Square at Great Cuts. Ask for Rosa. $15.99 I think it was.

Also, Diego in Harvard Square has students cut your hair for free on Tuesday evenings. They're a very expensive salon, and they don't let their students do anythign til they're pretty good, of course. I've gotten better cuts there than from "professionals." The appointments tend to get booked up months in advance though; I made an appointment in early March and the soonest I could get was April 27...

I had a surprisingly good experience at Mario's (75 Holland St.) on the corner of Holland and Irving (near Dave's Fresh Pasta & Mr. Crepe, etc). Don't remember the stylist's name but it was the best walk-in haircut I've had in a while. And in your price range too.

I have gotten good cuts at Salonika in Davis Sq. - the price is about $30 though.

I always get my haircuts at Renaissance in Teele Square. Martha's the owner - she's great.
