What kind of contractor does "new basement stairs and bulkhead?"

The recent rain sent a bunch of moisture under the small door into our dirt-floor cellar and it's becoming clear the entry should be replaced with real stairs and a bulkhead. I assume it'll involve some concrete and metal, though not sure if that's a mason, general contractor, or what. Who does one call in the area for this kind of work?
