The recent rain sent a bunch of moisture under the small door into our dirt-floor cellar and it's becoming clear the entry should be replaced with real stairs and a bulkhead. I assume it'll involve some concrete and metal, though not sure if that's a mason, general contractor, or what. Who does one call in the area for this kind of work?

Somewhat confusingly, a "general contractor" is not a contractor with general skills, but rather a person who manages "subcontractors" with specific skills (e.g., concrete, carpentry, metal fabrication, etc.).

When you have a project that requires multiple types of work (for example, a bathroom renovation might include plumbing, electrical, framing, drywalling, tiling, etc.) and you don't feel comfortable enough with the work to coordinate the different skilled people yourself, you want a general contractor.

That being said, I'm afraid I can't recommend one personally, but I'm sure others here can.
