Freelance artist needed for one-time flag project

I'm posting on behalf of a friend who would like to have a sailing-themed flag made for his mother to hang outside her house.

He's looking to commission an artist to design the flag (and if possible, to arrange to have it produced).

Project:
14" x 20" flag for outdoor display. Project involves designing the flag and if possible, creating it or arranging to have it created. Prefer that it be constructed/sewn rather than printed. The pole for display is already mounted and set.

Visual details:
My friend's mother loves sailing, and he would like a banner that somehow represents his boat which was named for her (photos will be provided). He's picturing a simple design with mostly primary colors. The actual design can be up to the artist - abstract, literal, etc.
