Why no snow emergency?

I've been hearing 4 (or more) inches projected for several days now, and it looks like that's what we'll get. Now I'm curious: why didn't Somerville declare a snow emergency last night? Does it have something to do with the holiday? Does 4 inches need to be declared by a particular forecasting organization? Or have they simply met their revenue projections for January and don't need any more cash?

I'm all for community building, but I'm not quite sure I agree with this point. I was out shoveling out cars for roommates this morning, and people I saw were having trouble both shoveling and driving.

And with the amount of absentee landlords who don't shovel walks and students who don't feel it's their job to do it since they only rent, there's going to be a lot that's not getting shoveled. I don't pretend to speak for everyone else, but I don't think it's better this way.
