Okay, I've got to say that Sam Adams paying $1,000 for a brand new beer recipe that will generate tens of thousands in profit for them is a great deal for them.... Oktoberfest, excellent! However, Sam Adams potentially exploiting the hobbyist brewer is something I'm not so sure about. Consider that all entries require the recipe, and that entries then become the property of the Beer Summit, LLC corporation -- recipes are not a requirement of another local BJCP sanctioned homebrew competition -- there is the potential for exploitation of local craft homebrew artisans' skills.
That being said, there's a BJCP sanctioned homebrew competition at the Topsfield Fair! See:

Recipes are not required, and the entry fee is five dollars per entry.
