I called the cops. The first officer who responded didn't know what the laws were about this, but his supervisor did, and had a chat with them. They're doing the rest with hand scrapers and using dropcloths. Which is pretty much the outcome I was looking for.

If there is any evidence you have (ie. pictures) I'd make sure you keep it. Soil can get very toxic from powersanding to the point where it actually requires remediation (you can't legally just truck it away.) You may need to think about a followup letter to the painting firm and the owner, ideally from a lawyer, to preserve your rights. If you have kids I recommend testing your soil to know whats in there, whether they caused it or not.

Just a little paranoid but I've had bad experiences with power sanding (not my work, the work of the previous owners of the house.) I am thinking it may be illegal to powersand a house unless you know it does not have lead paint on it.
