"Taped on Sticker" update

So my girlfriend called the parking office and got called back by a clerk. The clerk told her it was their policy that the stickers need to be "permanently adhered to the windows" so tape or some other adhesive won't work unless it's permanent. When she asked if this was documented anywhere she could reference she was told no, it's just their policy. The next step is appeal the ticket and see what happens.

Unfortunately my girlfriend didn't think to ask if there were any other undocumented policies that you can get tickets for.
