"Taped on Sticker" update

So my girlfriend called the parking office and got called back by a clerk. The clerk told her it was their policy that the stickers need to be "permanently adhered to the windows" so tape or some other adhesive won't work unless it's permanent. When she asked if this was documented anywhere she could reference she was told no, it's just their policy. The next step is appeal the ticket and see what happens.
Unfortunately my girlfriend didn't think to ask if there were any other undocumented policies that you can get tickets for.

Why should Somerville care if you have a sticker from another city that's technically invalid under that other city's rules because you no longer live there? Does it just apply to stickers from nearby, or would a sticker from, say, San Francisco violate this secret policy?
Some (very small number of) cities allow nonresidents to have stickers in certain circumstances. What would Somerville do if you had an old sticker from one of those places?

(1) a sign, poster or sticker on the front windshield, the side windows immediately adjacent to the operator’s seat and the front passenger seat, the side windows immediately to the rear of the operator’s seat and the front passenger seat and the rear window in such a manner so as to obstruct, impede or distort the vision of the operator.

Date: 2009-07-23 01:20 am (UTC)I always leave mine propped up in the window for weeks until I manage to get the old one off. Especially now that they've decided you should have it in the front windshield where if you have more than one you are screwing up your visibility, and when my sticker expires in January when it is hard to find a good day to spend an extra few minutes in a cold car trying to get the damn thing unstuck, or find a good time to ask a gas station/car inspection employee if they can do me a favor with their long-handled sticker removal tool.
