New Parking Regs..what's the scoop?
Aug. 5th, 2009 12:27 pmThe new parking regs are upon Davis Square. I personally hate the max of 1 hour on meters, and the ever-enthusiastic meter-readers. Have they put up the permit-only signs everywhere? How are you all handling the new regulations?

Date: 2009-08-05 04:23 pm (UTC)As far as I can see so far, the only thing that has changed is the meter rate, now 25 cents for 15 minutes instead of for 30.

Date: 2009-08-05 05:49 pm (UTC)It's not that you're "giving them more money"--it's that you're keeping other people from using the parking space after one hour/two hours/three hours, depending on the posted limit.

Apparently these highly controversial policies that will affect nearly all somerville residents are being pushed through willy-nilly by a non-elected body under the purview of Mayor Joe (of whom my opinion is rapidly dimming). I wonder if there is some way the Alderpeople could enact some form of legislation to bring issues such as this back under their jurisdiction?
Re: Everybody hates them
Date: 2009-08-05 04:51 pm (UTC)1. If you feed a meter to stay in a spot longer than one hour, you can get ticketed?
2. If you park at a meter after 8 pm you can be ticketed because you don't have a resident sticker?
3. Does this mean that there is no parking at all, even at meters, in Davis Square/all of Somerville on Sundays, except with a resident sticker?
Where are you supposed to park if you have to, for instance, eat at a restaurant and you start eating at 7:45? Why don't signs/meters say that you can't park unless you're a resident after 8 pm? Why don't signs/meters say that it is illegal/ticket worthy to feed a meter?
Re: Everybody hates them
Date: 2009-08-05 05:06 pm (UTC)2) I don't know
3) Sundays put permit parking in abeyance, so it's a parking free-for-all on Sundays, as I understand it.
Re: Everybody hates them
Date: 2009-08-05 05:13 pm (UTC)It says so in the Parking regs:
It shall be unlawful for any person to deposit or cause to be deposited in a parking meter any coin for the purpose of permitting the vehicle of which he is in charge to remain in a parking space beyond the maximum period of time allowed in a particular zone.
http://www.somervillema.gov/CoS_Content/documents/TrafficRegJuly09.pdf
It's been that way a LONG time.
Heck it was even the subject of snark at one point from someone parked in front of one of the game shops on Highland Ave - the gamer wrote a scathing obscenity filled note to the officer about how the gamer had fed the meter every hour.

Re: Everybody hates them
Date: 2009-08-05 05:55 pm (UTC)The Somerville Parking Advocacy and Reform Coalition (SPARC) handed out a pamphlet of sorts to those present at this event. The pamphlet opens with the following statement: "On May 21st, 2009, The Somerville Traffic Commission voted to approve the following changes to City parking regulation: These changes are slated to be instated this summer." Some of the changes listed include residential permit parking only for any and all streets not currently designated, as well as all metered spots changing to residential permit parking only during non-enforced hours.

Date: 2009-08-05 05:35 pm (UTC)You can feed it for the limit of that time.
The signs say "two hour parking" or "one hour parking". That's supposed to clue you that you're only allowed to park there for that long.

Re: Everybody hates them
Date: 2009-08-05 08:14 pm (UTC)Re: Everybody hates them
Date: 2009-08-06 05:10 pm (UTC)The initial proposal included adding a restriction to streets that are now 2 hour parking 8 AM - 6 PM except by permit, such as Beacon and Elm, so they'd also be permit-only from 6 PM to 8 AM.
The Parking Solutions Task Force recommended changing this, so the commission's meeting included an agenda item to make them 2 hour parking except by permit from 10 AM to 2:30 AM, and permit-only from 2:30 AM to 10 AM.
Everything else on the agenda was minor day-to-day stuff unrelated to the current changes, which still stand. (Making all streets permit-only has been postponed to October 1.)

Yes (and this is not new), if you park in a spot for longer than the posted time limit you technically can get a ticket. I've never gotten one when doing 2 or 3 meter feeds, but never tried an all day attempt.

Date: 2009-08-06 10:09 pm (UTC)A few things I found out:
Sept 1: The 8 major streets change (see here (http://www.somervillema.gov/newsDetail.cfm?instance_id=1481) and here (http://www.somervillema.gov/newsDetail.cfm?instance_id=1487)):Broadway, Medford St., Highland Ave, Holland St., Elm St., Somerville Ave, Beacon St. and Washington St will be permit-only 2am-10am; "This change will allow non-permitted visitors to continue to park in two-hour zones - both metered and unmetered - but will prevent unpermitted cars from parking overnight."
Oct 1: All other streets become permit-parking only.
Those of us who currently live on currently non-permit streets and who have therefore not been allowed visitor cards should now be able to go get them. (according to 311, I haven't tried yet)
Additionally, according to the 311 person, it will be okay to use a "visitor" card on a borrowed car (i.e. car not owned by resident but temporarily in use by resident) as long as it's 2 days or less. We'll see. I would like to see them make this explicit in the visitor card regulations.
There are "extended visitor permits" available for 7 or 21 days. (but they seem quite expensive, IMO)
______________________________________________________________
Not from 311, but other things I wanted to mention:
According to this (http://www.somervillema.gov/newsDetail.cfm?instance_id=1487), there will be a new "2nd" shift business permit implemented to allow business owners and employees to park after 6pm.
Additionally, as Holland, Highland and Elm are all on the "8 major streets" list, if I read that correctly, parking on these streets will not go resident-only until 2am. So that's at least slightly less terrible for businesses in the Square.
