Flashing blue lights

I just noticed that the blue light in the middle of Davis Square (across from Mike's) is flashing. I thought it was supposed to flash during a snow emergency, but there's not any snow forecast--anyone know what else it could mean?

It could just be a glitch. Last winter I found out that all the blue lights around town have to be turned on and off manually. The snow emergency was supposed to be over but some of the lights were still flashing, so I called 311 to ask about it. It seems like a lot of work to do that around town if they are just testing the system. On the other hand, maybe they need to do that... I've never heard of them testing the system before, though.

There happened to be police under it as I approached, so I asked. They didn't know, so asked a City of Somerville van that happened to be passing. Hence I can report back, they were testing the system.
