I got my stand at K-Mart in Assembly Square Mall last year. It's not especially designed for a small tree, but they might have a range of sizes available.
Christmas tree stands are surprisingly hard to find. Big-box stores seem to be sold out. You might have better luck at a garden center (Pemberton Farms?) or one of those pop-up Christmas tree places. We got ours at a garden center after searching several Targets, Home Depot, Wal-Mart, and so on with no luck.
That's interesting, because I'm on Somerville Freecycle and have only seen one tree stand offered, and that one specified that it was for a medium-to-large tree. But I'll keep watching it.
I got my christmas tree (not very small) and tree stand at Ricky's Flower (and Garden) shop in Union Square. They have a variety of tree sizes and tree stand sizes, as well as wreaths and other smallish xmas-tree-looking potted shrubbery. You could give them a call and ask what they have.
