Best thing to do is to have the other person go and get a new license and to also report the loss to the police.

Best thing for the "finder" of a license to do is to give it to the police.

I could go on and on about identity fraud but simply put, just cover yourself "now" even if it hasn't happened "yet".

This is an aside, but whenever we find someone's credit card or debit card on the ground (happens more often than you would think) we call the customer service number on the back and report that we found it and it should be cancelled. Then we tear/cut it up and dispose of it. ...
