What's the emergency?

The white flashing lights are going in Ball Square. I haven't gotten any snow emergency notices so I'm not sure why they're flashing. Anyone know what the deal is? Just for the rainstorm/windstorm coming?

Isn't blue the snow emergency color, and if it's white that just means the traffic lights are temporarily disabled to let emergency response vehicle[s] through a string of green lights?
