Some parking lots requiring resident stickers?

I heard that during the big snow storm last winter some of the Somerville emergency parking lots were requiring resident parking stickers to park. Can anyone speak to this? Is it official, or just a parking attendant abusing their authority? Which lots are most/least likely to do this?

For me that link goes to a Facebook post on the official City of Somerville page, where the city announced the snow emergency.
