I heard that during the big snow storm last winter some of the Somerville emergency parking lots were requiring resident parking stickers to park. Can anyone speak to this? Is it official, or just a parking attendant abusing their authority? Which lots are most/least likely to do this?

No, there aren't designated attendants, just like there are no attendants for metered city lots under regular conditions, nor for random streets with resident restrictions.

But there is the potential threat of a meter maid stopping by.

Parking regulations should exist in the form of a written law, and for something like a permit requirement, there should need to be signs posted for the regulation to be valid. As far as I know, neither of these conditions is met for a supposed regulation requiring permits in municipal lots during storms.
