if a sidewalk-based tree needs trimming, who is responsible - the city or the person who owns the house in front of which the tree is situated? if it is the city, which department? if it is the owner, what good people can come and climb real high and cut some branches threatening to bang the house?

Our condo wrote the city's department of public works, I believe, to deal with the tree on our sidewalk that was rotting away due to a fungal problem (or fungus in addition to rotting). They eventually removed the tree. We've also been nagging the city about replacing it which is a beaurocratic nightmare.

The city is responsible for trees growing in sidewalks and other public spaces. They've just cut down a few sick ones on my street, and prune them a couple times a year. Almost certainly, it's the hairy sweating little elves from the department of public works that do it.
