Construction on Summer Street?

Does anyone know what's happening with the big vacant area on Summer Street near the VFW? There was a bit of activity a couple of months ago and then quiet again, and suddenly it's all construction vehicles and a sea of mud. They seem to be clearing out the brush pretty enthusiastically.

There have certainly been people around, and I keep thinking that the way to figure out would be to ask someone, but I didn't manage to walk by when any of the people were convenient, and they seem to have finished clearing it out, at least for the moment.
