how does tagging work here?

davis_squareOver the past few weeks, I have tagged many of the posts in this community -- both mine and other people's. However, there are a number of things I don't understand about tagging. I'd appreciate advice and help from anyone who is more familiar with the process.
In particular, I have been unable to define any new tags, or to successfully tag any article with any tag other than those provided in what looks like a pre-specified list.
Since most of you are probably not interested in this, I'll put the rest of this post after this lj-cut:
When I make a new post here, the posting form has a free-form text-entry field for "Tags:" . It looks like I'm supposed to enter a comma-separated list. If I use a tag that someone else has already used (such as "meta"), the tag actually gets displayed. If I use something else (such as "tagging"), it doesn't.
If I click on the "Tag" button for a post that has already been made (either mine or someone else's), I get a menu of "User's Tags" to choose from, as well as a free-form text field. However, if I enter anything into the field that isn't in the menu, it doesn't seem to take.
Every so often, a new tag seems to get added to the menu -- the most recent I recall is "local landscape". I can't figure out how to add to this menu myself. For instance, I'd like to add "public transport", but don't know how to do that.
