Electric bill blues/house elves

So I did some first of the month bills today - and my electric was a whopping $87.00. This is for a 4 room/single occupant apt. I did use some AC last month but geez louise. Did something get deregulated while I wasn't looking??

And now the more important question

So how do house elves apparate within Hogwarts? I thought you couldn't unless some special spell was temporarily turned off - but the house elves seem to do it all the time.

My best guess is the phrases that we keep hearing that House Elves have their "own" magic. Their magic doesn't seem to work by wizarding rules. And their magic is mostly designed to serve and protect the house they are attached to. If they couldn't come and go efficiently from Hogwarts, they couldn't serve the school.

So they are outside of the standard protocol. Ok, I'll buy that. Just seemed a bit inconsistent. (of course one should not look too closely - like, um... why are the Weaselys or any wizards broke if they can conjure anything they want - but where is the fun in that).


Oh - I just reread the half-blood prince so that's why I was wondering.

I thought it might be a sign that house-elves' magic is in some ways actually more powerful than some kinds of wizard magic... which perhaps is why they have to live and do magic under such strict rules. Y'know, like how Vulcans seem to have no emotions but really it's because they have super-strong emotions and their race just learned to suppress them.

I was hoping it would fit into the theme she hints at some time, how the good wizards are never going to win the war against the bad ones as long as they continue to belittle and oppress the other magical races like house-elves, goblins, and giants (and muggles too, for that matter).
