Winter Parking Regulations
Each year, street cleaning ends and winter parking regulations go into effect in the City of Somerville on December 1. These regulations remain in effect until April 1. Street cleaning resumes at this time.
Under winter parking rules, residents must be aware of declared snow emergencies. Such emergencies are reported to major radio and television stations. Residents will always be able to learn about snow emergencies on City Cable 16, Somerville’s municipal access channel. If a resident does not have cable television, he or she may contact the Department of Public Works’ 24-hour snow emergency line at 625-0300.
During a snow emergency, cars may be parked only on the odd side of a street unless the odd side is posted with a restriction. Please pay close attention to all posted signs because enforcement takes place two hours after an emergency is declared.
As a courtesy, enforcement for residential permit parking will not usually begin until 24 hours after the end of snowfall. The purpose of the delay is to provide residents with an opportunity to clean off their vehicle so that their permit and license plates are visible to parking control officers.
A snow emergency fine is $50. A citation is issued for the following violations:
Obstruction of a snowplow.
Parking within 10 feet of a fire hydrant or designated fire zone.
Parking within 20 feet of an intersection.

Note there is no mention of even-odd years. Also note the ban on parking within 20' of an intersection.

Date: 2003-12-06 03:17 pm (UTC)apparantly, somerville has a bylaw stating cars must be moved every day. i can only assume it's to prevent abandoned cars.
the only time they can enforce it, unless someone calls to complain, is when it snows, and they can tell if a car's been moved.
