Lights on trees

I noticed that for all or most of the trees in the Square with strings of lights on them, only one string (of two) is actually lit. Does anyone know why?

I have no opinions at all on whether this is a good or bad thing -- I'm just curious. I apologize in advance if there is an obvious answer in a place I should have been able to find.

I am going to guess "burned out bulbs are preventing the strand from lighting".
