That's true, but while I might religiously rinse out my milk cartons, there is probably still a food residue and mostly I can't control my tenant's behavior to that degree. Forcing them to keep lids on the garbage 100% of the time is the only goal I can really focus on. If I gave them a blue bin with a flip lid, there'd be almost no risk of pests.

Don't worry...the city doesn't want us to put lids on our garbage cans when we put them out, so there will be plenty of treats to attract the vermin besides the recycling bins.
