I have walked cats on leashes. Mostly it was really, really, really boring, because the cats insisted on sniffing every single thing ever. But I saw someone walking a cat on a leash in the arboretum once without problems.

I think that's a Savannah - http://en.wikipedia.org/wiki/Savannah_(cat) - a domestic/serval hybrid. They're apparently very dog-like and will walk on a leash, play fetch, etc.
