I'd definitely look for solid recommendations (Angie's list? or personal rec), since it apparently doesn't take much equipment or experience to call oneself a chimney sweep as a side business.
I can't answer your first question or profess vast experience with multiple chimney sweep companies, but from having worked in construction locally I can say that Black Magic Chimney Sweep has been used by my company, myself for my rental properties and also independently recomended by my plumber. I had don't have anything to compare them by, but I had a good experience.
